Stats:
Doesn't matter, just meet requirements for gear, then the rest into life.

Skills:
Max Increased Speed

That's pretty much it, the rest is up to you.

Equipment:
This is where it counts... The lighter the better! Heavy armors slow you down by .02 frames per second!

Helm:
+2 Barb Skill, 30% R/W Circlet / .08 Valk / .11 Valk (20% to 30% R/W)

Armor:
Enigma Quilted Armor (45% R/W)

Belt:
Mavina's Set Belt (20% R/W)

Gloves:
No gloves add R/W that I'm aware of... so this is up to you, could leave empty.

Boots:
Sanders Set Boots (40% R/W)

Rings:
2 x Bul Kathos

Amulet:
Cat's Eye (30% R/W)

Weapons:
2 x Crainte Vomir (20% R/W Each)

Inventory:
37 x 5% - 3% R/W Small Charms (111% to 185% R/W)
1 x Barbarian Hellfire Torch
1 x Annihilus

There you have it, the elite of elite barbarians.

You will end up with over 400% Faster Run/Walk. 390% from gear if you have the best of the best and something like 50% or more (can't remember) from Increased Speed.

Note: This build is not limited to Barbarians! You can use Paladins with Vigor and Assassins with Burst of Speed!
